Maxwell THAT Council authorize the initiation of the Public Notification Process advising that the following Development Variance Permit provision, regarding signage at 64 Station Street, will be considered at the November 27, 2000 meeting of City Council: Variance THAT a Development Variance Permit for signage at 64 Station Street (south side of the building) be issued providing the variance of allowing properly-sized signage to be located above the signable area on the face of the building (i.e. between the top of windows/doors on the first floor to the bottom of the windows on the second floor level) subject to the signage being located between the windows on the second floor level. Pictorial Front-Page Headline - Alcoholism Issues |
Reference was made to a very unsavory front-page headline published in the November 12, 2000 edition of the Cowichan Valley Pictorial. Councillor Jackson said that printing such a negative and destructive headline is a direct slap in the face to the hundreds of volunteers and dedicated workers who have been working for many years in our community to make it a better, healthier, safer and more beautiful place to live. Together Against Violence, Safer Futures , the Duncan Business Improvement Area Society (DIBAS), the Downtown Neighbourhood Revitalization Committee (DNRC), the Regional Economic Development Initiative (REDI), the Food Basket, every Church Out-Reach Committee, Neighbourhood Committees, the Friendship Centre, the Open Door, the Chambers of Commerce, Cowichan Tourism and many others are surely deeply offended. Such action by the local press does nothing but hurt our community economically and more important, in terms of morale. It was further suggested that the journalist's suggestion that drinking problems stem from the fact that we have First Nations residents and a working class is the worst kind of ignorant, racist and classless slander possible. Moon THAT the November 10, 2000 memorandum from Mayor Coleman, wherein he provides comparative ridership statistics for the transit system for 1999 and part of 2000 (to September 30), be received, the contents noted and filed. Carried. It was noted that the total number of rides in 1999 was 123,051 while to September 30, 2000, the number of rides are up by over 6,700 rides to 129,742. |

Councillor Jackson reported that the "First Call for Child Poverty" event will be taking place this year on November 20. The organizers are planning a community soup preparation endeavour to focus on solutions for child poverty. Councillor Moon advised that on November 7, he and Councillor Maxwell attended the Three Valley Link Highway Committee meeting. He said the committee now has a new promotional video and that the annual cavalcade will again take place on the last Sunday in May. He said there will likely be a bus leaving Duncan as well as Lake Cowichan. Mayor Coleman reported on the following items:

For consideration was a memorandum dated October 30, 2000 from Mayor Coleman. Movd. Councillor S. Jackson Secd. Councillor P. Kent THAT Council endorse inclusion of Mill Bay ferry schedules in the City of Duncan website; that the Mill Bay ferry be noted in relevant Duncan tourism advertisements and in our promotions budget; that the Duncan Business Improvement Area Society and the Duncan-Cowichan Chamber of Commerce be requested to consider positive promotion of the Mill Bay ferry schedule; that the City advise the BC Ferry Corporation it would be willing to consider maintenance of Mill Bay ferry signage within its jurisdiction; and that the Cowichan Valley Regional District's new Economic Development Commission be requested to consider innovative ways to assist in the promotion of the Mill Bay ferry. The Administrator advised that the applicant is opposed to the recommendation of the Administration to eliminate the large white background behind the sign lettering. Movd. Councillor G. The Administrator was asked find out whether the proposed signage conforms with their corporate requirements. |

Green Door Society Project |
Councillor Moon noted that the Green Door Society has not yet received a building permit for their project at 127 Ingram Street. It was noted that the issue of the Development Cost Charges is the item holding up the issuance of the building permit. The Society does not feel that the Development Cost Charges should be applicable to their project. Councillor Moon said that he would be asking City officials to issue a Stop Work Order on the project if the work proceeds further without a building permit. |

College Street Demolition |
Councillor Moon further reported that a realtor/developer who owns property on College Street has commenced demolition of a residence without a Demolition Permit. This matter has been brought to the attention of the realtor/developer. |
