The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., October 10, 2000.

Save-On Gas Lease - 1007 Canada Avenue

For consideration was a letter dated September 22, 2000 from Save-On Gas (1987) Ltd.

WHEREAS Save-On Gas (1987) Ltd. wishes to upgrade and renovate their operation on City-owned property at 1007 Canada Avenue to meet customer and environment needs;

THERFORE BE IT RESOLVED THAT the Council of the City of Duncan agree to grant three (3) additional five-year lease renewal options commencing January 1, 2009 and expiring December 31, 2023 to Save-On Gas (1987) Ltd.;

AND THAT the lease rates for the next two (2) option periods of January 1, 2004 to December 31, 2008 and January 1, 2009 to December 31, 2013 be set at rates consistent with the current lease rate annual increase of 3% per year as follows:

THAT the City of Duncan consent to the adoption of "CVRD Bylaw 2011, 2000 - Amendment to Victim Assistance Program Establishment Bylaw No. 1935", which would incorporate Electoral Area "F" - Cowichan Lake South/Skutz Falls, Electoral Area "I" - Youbou/Meade Creek and the Town of Lake Cowichan into the CVRD Victim Assistance Extended Service Program.

Baljet Chevrolet Oldsmobile Ltd., Council authorize the businesses on Kenneth Street between Jubilee and Government Streets to stage an "Octoberfest Sale" on Kenneth Street on October 21, 2000 (note: Duncan United Church Fall Fair is on Ingram Street on October 14, 2000);

AND THAT Kenneth Street between Jubilee and Government Streets be closed to vehicular traffic from 6:00 a.m. to 7:00 p.m. on Saturday, October 21, 2000 for this purpose subject to the following terms and conditions:

  • Concurrence of the Duncan Business Improvement Area Society (DBIAS).
  • P.L. Baljet Chevrolet Oldsmobile Ltd., Valley Floors, Duncan Electronics and Griffiths Plumbing holding harmless the City of Duncan from any and all possible public liability claims.
  • Provision of liability insurance to a minimum of $1,000,000 per occurrence for this event.
  • Payment of a $300.00 deposit, which will be returned to the payor if the street and infrastructure are left in a clean and undamaged condition.

Cowichan Music Festival - Annual Scholarship

THAT the Council of the City of Duncan provide a $200.00 grant for the 2001 Cowichan Music Festival Scholarship for the outstanding Intermediate Student in Piano Classes;

AND THAT the Mayor or his designated representative present the Scholarship cheque at the 2001 Awards Ceremony as requested in the October 2, 2000 letter from the Cowichan Music Festival Committee.

Island Bagel Company - Real People and True Community Celebration

THAT in response to the September 30, 2000 letter from Island Bagel Company, Council authorize this company to stage a "Real People and True Community Celebration" on Station Street between Canada Avenue and Craig Street on October 22, 2000 (Sunday);

AND THAT Station Street between Canada Avenue and Craig Street be closed to vehicular traffic from 10:00 a.m. to 6:00 p.m. on Sunday, October 22, 2000 for this purpose subject to the following terms and conditions:

  • Concurrence of the Duncan Business Improvement Area Society (DBIAS).
  • The Island Bagel Company holding harmless the City of Duncan from any and all possible public liability claims.
  • Provision of liability insurance to a minimum of $1,000,000 per occurrence for this event.

THAT the Council of the City of Duncan support the position of the Council of the District of Kitimat outlined in their September 28, 2000 letter regarding Autism Spectrum Disorder;

AND THAT Council correspond with the Minister of Health requesting the Government of BC to accept responsibility for providing the necessary treatment for autistic children so that treatment can begin at once.

    • The DBIAS holding harmless the City of Duncan from any and all possible public liability claims.
    • Provision of liability insurance to a minimum of $1,000,000 per occurrence for this event.
    • Payment of a $300.00 deposit, which will be returned to the DBIAS if the Park and infrastructure are left in a clean and undamaged condition.

Somenos Marsh - Important Bird Area (IBA)

For consideration was a press release regarding a nature celebration being held at 2:30 p.m., October 14 at the BC Forest Discovery Centre. The Somenos Marsh is receiving international recognition as a globally significant Important Bird Area (IBA), joining Birdlife International's global network of IBA sites. There are over 1,000 Trumpeter Swans roosting and feeding around the Somenos Marsh IBA, which represents about 5% of the world's population. Significant numbers of the nationally vulnerable subspecies of the Great Blue Heron also breed and winter at the site.

Labour Relations Committee

 

Mayor Coleman reported that an initial meeting has been held with representatives of CUPE Local 358 at which time proposed contract amendments were received by both parties. Further negotiation meetings are set for later this fall.

 

Planning Committee

 

Councillor Jackson reported that there will be more applications for serving on the Advisory Planning Commission forthcoming soon.

 

Public Safety Committee

 

Councillor Lukaitis reported that the Cowichan Safer Futures organization intends on doing a safety audit in the James and Alderlea Streets areas along with Pioneer and Kin Parks in 2001.

Pioneer Complex Committee

Kin Park Mural Project

For consideration was a letter dated October 4, 2000 from the Pioneer Complex Committee Secretary.

THAT as recommended by the Pioneer Complex Committee, Council authorize the Cowichan Spirit of Women and the Cowichan Valley Safer Futures Organization to proceed with a project of having Canada World Youth participants and local Cowichan Secondary students produce 10 murals (4' x 4');

AND THAT Council permit these murals to be displayed on the Kin Park perimeter fence.

The Administrator reported that the District of North Cowichan has also approved this resolution.

Miscellaneous

Mayor Coleman reported on the following items:

  • On October 1, 2000 he participated in the 75th Anniversary celebration of the Royal Canadian Legion Cowichan (Pacific 53) Branch.
  • He said the CVRD Transit Committee recently met and has noted a steady increase in riderships to in excess of 16,000 per month. The projected ridership is between 210,000 and 215,000 per annum.
  • On October 4, 2000 he participated in the dinner/fundraiser for the Cops for Cancer Tour de Rock. He said it was a most successful event.
