Geoff Millar - CVRD Economic Development Manager |
Invited to address Council was the newly appointed CVRD Economic Development Manager, Geoff Millar. Mr. Millar extended greetings to Council from the new Economic Development Commission noting that he has now been on the job for approximately 2 weeks. He said he is in the process of meeting with many people and officials throughout the region. Mr. Millar then provided an overview of economic development objectives and strategies. Among other items, Mr. Millar outlined the following:
Members of Council welcomed Mr. Millar to the Cowichan Valley and wished him well in his new endeavour. Mr. Millar remained in attendance until the end of the Council meeting. |

Labour Council - Day of Mourning |
Movd. Councillor S. Jackson Secd. Councillor M. Lukaitis THAT the Council of the City of Duncan proclaim April 28, 2001 as "A Day of Mourning in Recognition of the hundreds of thousands of Canadian Workers Who Have Been Killed, Injured or Disabled on the Job" as requested in the March 16, 2001 letter from the Nanaimo, Duncan & District Labour Council, C.L.C.; AND THAT all flags on the City Hall flagpole be flown at half-staff on this day; AND THAT the Canadian Union of Public Employees "Day of Mourning" flag also be displayed on the City Hall flagpole on April 28, 2001 and flown at half-staff on this day. Carried. |

Movd. Councillor P. Kent Secd. Councillor S. Jackson THAT the Council of the City of Duncan proclaim May 2001 as "Hospice Month" in the City of Duncan as requested in the March 27, 2001 letter from the Cowichan Valley Hospice Society; AND THAT the Society be authorized to display their banner from the banner poles south of the Cowichan River on the east-side of the Trans Canada Highway from May 14 to 31, 2001. Carried. |

TAVI - Annual Membership |
Movd. Councillor M. Lukaitis Secd. Councillor G. Maxwell THAT Council authorize the payment of the 2001 annual fee of $524.26 for continued membership in the Tourism Association of Vancouver Island (TAVI); AND THAT the Duncan Cowichan Chamber of Commerce be permitted to continue to represent the City of Duncan as a founding member of TAVI noting that Councillor Geoff Maxwell (TAVI Ad-Hoc Director) will attend meetings and the AGM if available to do so. Carried. |

Deputy Mayor Caljouw reported that an excellent Ladies' Appreciation Night was staged by the Duncan Volunteer Fire Department on March 31, 2001. Firefighter Steve Poznecov was named firefighter of the year at this event. |

Political Campaign Signs |
For consideration was a memorandum dated April 4, 2001 from Dave Sanders, Building Inspector. Movd. Councillor S. Jackson Secd. Councillor G. Maxwell THAT Schedule "A"(9) reference to political campaign signs removed; AND THAT a new Section (13) be added as follows: The following signs shall be allowed without requiring a permit: (13) Political campaign signs, provided they meet the following:
(ii) They are not placed within areas described in 5.13 of Zoning Bylaw No. 1540 as amended, to ensure public safety at intersections. Carried. |

2001 Summer Festival |
Movd. Councillor P. Kent Secd. Councillor S. Jackson THAT the Council of the City of Duncan authorize all aspects of the 2001 Duncan-Cowichan Summer Festival as outlined in the March 26, 2001 letter from the Duncan-Cowichan Festival Society; AND THAT the Festival Society be requested to seek permission from the District of North Cowichan for closing James Street at the Trans Canada Highway during the Grand Parade; AND THAT July 8 - 14, 2001 be proclaimed "Summer Festival Week" in the City of Duncan; AND THAT CVRD Officials be requested to re-route the public transit buses for the duration of the Grand Parade on July 14, 2001 (Saturday) from 10:45 a.m. to 12:30 p.m. AND THAT the Society be advised that the City no longer owns any tents (note: the ones we had have been donated to the Chesterfield Sports Society); AND THAT the Society be further advised that should they wish to have the Mound washrooms open for the Festival, they will have to seek permission from the Cowichan Tribes and arrange for a maintenance scenario since the City no longer leases the Mound parking areas. Maxwell THAT the Council of the City of Duncan resolve into Committee of the Whole (i.e. Special Meeting) to discuss legal matters and property negotiation issues; AND THAT persons other than Council Members and the City Administrator be excluded from this meeting (Section 242.3 – Municipal Act).
