AND THAT the Council of the City of Duncan authorize the display of the Cancer Society Banner from the banner poles south of the Cowichan River on the east-side of the Trans Canada Highway from April 1 – 30, 2001 and the display of their flag on the flag pole at City Hall;

AND THAT permission be granted for volunteers to sell daffodils at different venues within the City as requested in the February 27, 2001 letter from the Cowichan Valley Unit of the Canadian Cancer Society.

  2. The possibility of Cowichan Tourism taking on the task of providing the panel content, which can include text, graphics (e.g. photos and maps) and other two dimensional material containing cultural and/or heritage context.

Advisory Planning Commission

Heritage Designation Criteria and Rehabilitation Guidelines

THAT as recommended by the Advisory Planning Commission, the Council of the City of Duncan adopt the "Criteria for Heritage Designation" and the "Rehabilitation Guidelines for Heritage Buildings";

AVICC

Mayor Coleman and Councillor Lukaitis reported on the successful Association of Vancouver Island & Coastal Communities Convention staged in Duncan March 9, 10 & 11, 2001. Councillor Lukaitis noted that the resolution suggesting that the AVICC and the UBCM petition the Provincial Government to provide local government with authority to control the aerial spraying of pesticides such as BTK was solidly defeated.

 

Mayor Coleman reported that on the morning of March 10, 2001 at the AVICC Convention just prior to the address of the Minister of Municipal Affairs, the Honourable Jim Doyle, protestors from the closed Youbou Sawmill arrived at the Community Centre. Mayor Coleman heard second hand from another delegate that the protestors were ordered off the Community Centre property. He said he felt this was improper since the protest was peaceful and justified. He said he felt it was appropriate that they not be inside the Community Centre because the private AVICC function was being staged there, but they could certainly protest near the entrances to the CCC. Apparently the Minister of Municipal Affairs spoke briefly to the protestors before they left the area. The Council representatives on the Cowichan Community Centre Commission were asked to get a full report from the General Manager regarding this incident.

 

The Agricultural Tour staged for the Convention partners was a great success and very much enjoyed by all the participants.

The decorations provided by the Cowichan Fringe Festival Society on the theme of "2001: A Space Odyssey" were much appreciated and commended by the convention participants.

Mayor Frank Leonard of the Municipal Finance Authority addressed the Convention advising that the MFA now has a better credit rating than all of the Provincial Governments. Standard and Poor recently gave the MFA the coveted "AAA" rating.

THAT the Council of the City of Duncan endorse the concept of the Ministry of Transportation and Highways, the District of North Cowichan, the City of Duncan and the Insurance Corporation of BC working together to investigate road improvements to the Lakes Road and Trunk Road intersection (i.e., signalization) noting that only a length of 69 metres (226 feet) by a width of 4.88 metres (16 feet) of the south-bound right-turn lane of Lakes Road is within the boundaries of the City of Duncan (i.e. the vast majority of the intersection is outside the City boundaries; see attached BCLS Plan dated July 6, 2000).

Paratransit - Annual Operating Agreement

THAT the Council of the City of Duncan approve of the Annual Operating Agreement with BC Transit for the Cowichan Valley Paratransit System for 2001/02 noting the Budget has increased from $97,721 in 2000/2001 to $108,642 in 2001/2002 (11.2% increase) due to the reasons outlined in the March 8, 2001 letter from BC Transit.

Green Door Society Heritage Structure and Site Bylaw No. 1913, 2001

THAT "Green Door Society Heritage Structure and Site Bylaw No. 1913, 2001" be read for the third time.

On a request from the Administrator that Council consider adopting a motion that consideration of final adoption of this bylaw not occur until the issues of the sanitary sewer easement, the property purchase for the public sidewalk encroachment, the non- compensation agreement and the removal of a troublesome willow tree, the Mayor instructed that this recommendation come forward to the next meeting of City Council.

THAT as recommended by the Cowichan Community Centre Commission, the Council of the City of Duncan ratify the 2001 Aquannis Centre Annual Budget of $1,140,159 (Total Requisition: $650,159; City Requisition (19.5%): $126,800; 4.03% increase over 2000);

AND THAT also as recommended by the Cowichan Community Centre Commission, the Council of the City of Duncan agree with the 2001 Cowichan Community Centre Annual Budget of $3,332,190 (Total Requisition: $1,862,289; City Requisition (estimated) $347,000; 1.21% increase over 2000).

Downtown Christmas Lights Meeting

Mayor Coleman advised that backgrounder information from the Legal Services Society will be coming to Council shortly. He advised that legal aid funds are being drastically cut back which will have a dire effect on the poor and the needy.
