The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., February 12, 2001.

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order.

Councillor Ernie Moon - Deceased

Prior to commencement of the Council meeting, Mayor Coleman asked everyone to respect a moment of silence on the sad passing of Deputy Mayor and Councillor Ernie Moon on January 30, 2001. The funeral service on February 3, was extremely well attended and the many wishes of condolences were much appreciated by Councillor Moon's family. Mayor Coleman said that Councillor Moon will be sorely missed.

Delegations

   

Steven Caljouw - Canadian Peacekeeping Service Medal

Representing the Canadian Peacekeeping Veterans Association, Dave Munro addressed Council. He advised that Canada has supplied 125,000 Peacekeepers at various locations around the world. The maximum number of Peacekeepers deployed at any one time was 6,000. 130 of these Peacekeepers have died in the line of duty.

Mr. Munro then presented the Canadian Peacekeeping Service Medal to Councillor Mike Caljouw for transmission to his son Steven, who resides in MacKenize, BC. Steven served on Peacekeeping missions in Cyprus.

On behalf of his son, Councillor Caljouw said he was most proud and appreciative of this award.

RCMP Annual Report

Representing the North Cowichan/Duncan RCMP Detachment, S/Sgt. Howard Goodridge addressed Council. He referenced the lengthy report distributed to members of Council and representatives of the news media with the Council package.

S/Sgt. Goodridge highlighted the following items:

  • Statistics in the area of assaults, including spousal assaults, are dramatically increased for 2000 compared to 1999 (from 92 to 128) as well as impaired driving over .08 (36 in 1999 and 56 in 2000) and 24-hour suspensions (65 in 1999 and 161 in 2000).
  • Break & Enters are down from 115 in 1999 to 99 in 2000.
  • The "Police and Crime - Summary Statistics 1990 - 1999" describes police services and crime trends (overall reduction of 25% for this decade).
  • S/Sgt. Goodridge suggested that this crime trend may be due to the fact that the crime age group is shrinking.
  • Section 3 of the report outlines drinking and driving statistics for the detachment area (1/3 of the statistics are generated within the City boundaries; the totals for 2000 are: impaired - 68; 24-hour suspensions - 279).
  • There was a percentage increase in road checks in 2000 (up to 2 1/2 per week at newly authorized flexible times throughout the day).
  • The Victim Services Program provided services for 159 clients in 2000.
  • The strategy for photo-radar is changing so that mostly high volume crash site are monitored.
  • The Detachment will be providing nine constables for the Summit of the Americas in Quebec City April 20 - 22, 2001; the Detachment has a system in place to cover for these seconded members.
  • Looking at Human Resources, 3 new members recently arrived and 4 members have been transferred; Constable Tracy Rook has been transferred to general duty with Cst. Ellen West taking over her Crime Prevention position.

S/Sgt. Goodridge was thanked for his presentation and he left the meeting.

Miscellaneous

Councillor Caljouw advised that he recently attended a meeting with several Island Mayors sponsored by BC Hydro in Nanaimo. The focus of the meeting was BC Hydro noting that without major important improvements to the source of power for Vancouver Island over the next 5 years, major deficiencies for users could arise.

 

Councillor Kent reported on the following items:

  • At the January 27 VI Regional Library Board meeting, Lake Cowichan Mayor Jack Peake was elected Chair and Director Donna Gault of the Mt. Waddington Regional District was elected Vice-Chair.
  • Central Sannich, where a positive vote was achieved for leaving the library system, they have now applied to officially do so.
  • North Saanich also had a positive vote, but has taken no action to date.
  • The electors of Sidney voted not to leave the VI Regional Library system.
  • The Regional Library is completing the development of an excellent internet site.
  • At the recent Cowichan Community Centre Commission meeting, Councillor George Seymour of the District of North Cowichan was elected Chair and Councillor Kent was elected Vice-Chair.
  • The CCCC discussed the broad based funding issue and accepted Area "C" (Cobble Hill) as a full-funding partner and invited Director Richard Hughes to sit on the Commission.
  • The CCCC also considered a proposal for an outdoor recreation program and authorized further investigation.
  • Charge-out rates at the Community Centre were changed by the Commission to reflect actual costs (with broad-based funding, community groups should not be seriously impacted).
  • At the recent Chamber of Commerce meeting, budget deliberations occurred regarding the Information Centre and the Black Tie Awards Committee was set into action.
 

Councillor Maxwell reported that Statistics Canada will be distributing Census forms soon and will request that they be returned by May 15, 2001. There will be short and long forms distributed on a random basis.

 

Mayor Coleman reported on the following items:

  • For the proposed IWA meeting in Ottawa to discuss with Federal Ministers the issues of raw log exports, the softwood lumber agreement and the closure of the Youbou Mill, the CVRD Board has authorized the Chair and one other Director to participate.
  • He attended a "Guess Who's Coming to Lunch" event at Tansor School on January 31.
  • On February 1, he attended a Municipal Finance Authority Board meeting.
  • In 2002, the Duncan Volunteer Fire Department will stage a large 100th anniversary celebration.
  • The Heart and Stroke Foundation Celebrity Breakfast on February 5, 2001 was a huge success.
  • The February 10, 2001 New Venture Showcase was also very successful.
