Maxwell WHEREAS the City Administrator has donated a "Personal Hand Wash for Someone's Vehicle" for the Chamber of Commerce Auction; THEREFORE BE IT RESOLVED THAT the Mayor and Councillors consider donating auction items with a personal connection for the Duncan-Cowichan Chamber of Commerce Annual Dinner Auction on March 31, 2001 at the Silver Bridge Inn. Carried. |

Kent THAT the Council of the City of Duncan authorize the Cowichan Folk Guild to display their banner regarding the Island Folk Festival from the banner poles adjacent to the east-side of the Trans Canada Highway and south of the Cowichan River July 16-23, 2001 as requested in their December 5, 2000 letter. Carried. (Notes: 1. Their second banner will be displayed on the banner poles in Pioneer Park for approximately a month prior to the Folk Festival on July 20-22, 2001.

Microcell - Wireless Communication Facility |
For consideration was a letter dated November 27, 2000 from Microcell. Substantial information regarding health and safety issues has been available in City Hall since January 4, 2001. In summarizing the reports on health concerns and risks, Dr. John Blatherwick, Medical Health Officer, Vancouver/Richmond Health Board, concludes the following: "The Medical Health Officer concludes, as has Health Canada and the Radiation Protection Branch, that in light of the current scientific understanding of the risks of Radio Frequency fields (RF) exposures to the general public, the installation of cellular antennae in the community do not pose an adverse health risk and Safety Code 6 provides an appropriate level of protection. The Medical Health Officer will continue to stay current on the scientific knowledge around this issue and provide updates to decision-makers and the community when necessary." Movd. Councillor M. Councillor Lukaitis reported that a Women's Safety Audit will be conducted in conjunction with Cowichan Safer Futures in the James, Alderlea and Garden Streets areas along with Kin Park. Input from residents and business owners in the area will be sought and included in the report. |

Councillor Caljouw reported that he recently attended a meeting at the Silver Bridge Inn hosted by Insurance Corporation of BC. Nettie Wagner, the new ICBC Manager for Vancouver Island, was introduced and addressed the gathering. She announced that there will be a maximum of a $100.00 rebate to all premium payers as a result of a reduction in claims and the better than anticipated return on investments. Councillor Caljouw reported that on January 19, 2001 he attended the ground breaking ceremony in Ladysmith for the International Bio-Recovery Corporation facility. This facility will be an organic waste treatment plant. Councillor Caljouw said that the facility will be able to accept septage, septage sludge and all organic waste. IBR uses a thermophilic bacterial process to convert biodegradable organic wastes into high value, nutrient rich fertilizer. Their plant in North Vancouver has recently been upgraded and scaled to operate at a commercial capacity of 100 tons per day. Councillor Caljouw said that the whole process only takes 3 - 5 days to complete and that the company has a number of contracts in China. |

Councillor Maxwell reported that he recently attended the annual general meeting of the Tourism Association of Vancouver Island in the Courtenay/Comox area. He said that he had not been to Mt. Washington for a time and was most impressed with the major development on the mountain and the level of skiing and related activities occurring. He reported that approximately $350,000,000 per annum is generated in the Courtney/Comox area as a result of the Mt. Washington ski operations. |

Heritage Status Application - 126 Ingram Street |
For consideration was a letter and present-ation dated December 30, 2000 from the Green Door Society requesting Heritage Designation of the structure and property at 126 Ingram Street. The Administrator advised that he would be recommending that the Green Door Society be requested to wave their right to compensation for reduction in market value in accordance with Section 969 of the Local Government Act should the requested Heritage Designation proceed. It was noted that the current Heritage Designations in the City are as follows: Movd. Councillor M. Caljouw Secd. Councillor G. Maxwell THAT the letter and presentation dated December 30, 2000 from the Green Door Society, requesting Heritage Designation of the structure and property at 126 Ingram Street, be referred to the Advisory Planning Committee for recommendation and suggested guidelines for Heritage Buildings. Mound Area - Snow Clearing and Other Maintenance |
For consideration were the following items:

Maxwell WHEREAS we now charge the Cowichan Tribes on an hourly rate basis for mechanically sweeping the entire Mound Parking Lots Area on Fridays (i.e. paid areas on east-side adjacent to railway tracks and west-side adjacent to Allenby Road and the main Mound Parking Lot); THEREFORE BE IT RESOLVED THAT the City of Duncan provide snow clearing, sanding and salting (if necessary) maintenance for the three (3) Mound Parking Lots on an hourly rate basis subject to the Cowichan Tribes acknowledging that work on the infrastructure of the City is the first priority and that any maintenance on the Mound Area will only be initiated once all City related duties are completed or well in hand. For consideration was a memorandum dated January 11, 2001 from the Building Inspector. Movd. Councillor P. Kent Secd. Councillor M. Lukaitis THAT the current Council Policy for issuance of Building Permits be deleted; AND THAT the following new policy be adopted: THAT Members of City Council be informed in advance of all Building Permits to be issued that have a value of more than $200,000; AND THAT the Building Inspector continue the practice of monthly notification of all Building Permits by way of the monthly Building Statistics Report to City Council. Duncan Daycare Lease |
Movd. Councillor M. Caljouw Secd. Councillor G. Maxwell WHEREAS the current five(5) year lease term with the Duncan Day Care Society ends July 31, 2001; THEREFORE BE IT RESOLVED THAT the lease with the Duncan Day Care Society be renewed for a further five(5) years commencing August 1, 2001 on the same terms and conditions as the existing Lease. Mill Bay Ferry |
For the record, Mayor Coleman noted that the Mill Bay/Brentwood Ferry has been saved from discontinuation. The Province has promised funding for at least another 10 years. |

Youbou Mill Closure |
For consideration was a letter dated January 12, 2001 from Bill Routley, President - Local 1-80, IWA Canada. In his letter, Mr. Routley says he has contacted the office of our MP Reed Elley to attempt to arrange meetings with the Federal International Trade Minister and Critic and also MPs who share concerns with regard to the Canadian raw log exports and the softwood lumber agreement which limits Canadian lumber sales to the United States markets. He requests that local senior politicians join him in meeting with officials in Ottawa. |
