The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., September 24, 2001. |

Present: Mayor Michael Coleman; Councillors Mike Caljouw, Sharon Jackson and Martin Lukaitis. Absent With Prior Notice: Councillors Phil Kent, Geoff Maxwell and Ken Newcomb. Also Present: Paul Douville, City Administrator. |

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order. |
|
September 11, 2001 Attack on the USA |
Mayor Coleman expressed shock, sympathy and support on behalf of our community relating to the terrorists attacks on the World Trade Centre towers in New York City and the Pentagon building in Washington, DC on September 11, 2001. He noted with strong emphasis that representatives of faiths from around the world have condemned this horrendous act. A small minority of troubled people likely committed this willful terrorism, which affects the lives of so many people around the world. Mayor Coleman noted that on September 23, 2001, the Sikh community of the Cowichan Valley invited community leaders including himself and Mayor Rex Hollett to a gathering of their community to express their condemnation of this terrorism event and supporting the USA government in their work to seek out these terrorists and bring them to justice. Mayor Coleman reported further that a book of condolences has been available for people to sign at City Hall since shortly after the attacks occurred. He said that many people have come forward to sign this book and empathize with the victims and their families and friends. A moment of silence for all of those who perished was then respected.

Duncan Mall - Traffic Signals @ Trunk & Festubert |

Jackson THAT in response to the September 4, 2001 letter from the Gulf Pacific Group, the Council of the City of Duncan confirm its agreement to the installation of an advance green left-turn signal for traffic exiting the Duncan Mall/Plaza at Trunk and Festubert but decline on providing a financial contribution. Carried. |

Possible Traffic Study – Trunk/ Government from Station to TCH |

Council consider the
production of a traffic study of Trunk Road/Government Street between Station
Street and the Trans Canada Highway in anticipation of Safeway and Wal-Mart
providing their proposed final plans for development on adjacent Cowichan
Tribes lands; AND THAT Stantec Consulting Ltd. be requested to provide a cost estimate in this regard. Carried. |

Mike Caljouw reported that an 8-member team comprised of Duncan Volunteer Fire Department firefighters Torrey Gillot, Art Sanderson, Rick Starke, Steve Poznecov, Greg Spence, Chris Irving, Dan Kinniburgh and Rick Morencie won first place during the recent Auto Extraction Competition held in North Cedar. |

Take Back the Night |
Councillor Jackson reported that she recently participated in the “Take Back the Night” ceremony regarding women’s rights to feel comfortable in their own communities. She said there were approximately 45 participants and that the activities were most interesting. |

Miscellaneous |
Mayor Coleman reported on the following items: · On September 13, Members of Council participated at the Duncan Business Improvement Area Mixer. · On September 14, he participated in the Cowichan District Hospital Foundation Golf Tournament. · On September 15, he participated in the Sherman Road Sports Fields naming ceremony. He happily noted that the fields were named after Bill Keserich, Bob Martin, Geoff Dyson, Joe Calverley and Dave Williams. · On September 15, he participated in the 40th Anniversary Dinner for the Cowichan Rugby Club. · On September 18, he participated in the Cowichan Fringe Festival Backwards Parade. · On September 20, he participated in the fundraising event at Subway Sandwiches for CHILD eating disorders. |

Green Door Society – Adaptive Heritage Modifications |

Caljouw WHEREAS the Building Inspector is now in possession of the architectural drawings showing the creation of a suite on the top floor of 126 Ingram Street, creation of a roof dormer, sky lights, a south-side top floor balcony and extension of the emergency exit staircase on the east-side of the building to the top floor; |

AND WHEREAS Doran Musgrove, Architect, provided a reasonable explanation for adaptive restorations to heritage structures in other local government jurisdictions; |

|
THEREFORE BE IT RESOLVED THAT the Council of the City of Duncan approve of the above noted changes to 126 Ingram Street in accordance with Heritage Designation Bylaw No. 1913 subject to plan approval by the Building Inspector. Carried. |

Trunk/Lakes Traffic Signals – North Cowichan Contribution |
Movd. Councillor S. Jackson
Secd. Councillor M. Lukaitis THAT Council express
appreciation to the Council of the District of North Cowichan for approving a
contribution of $10,000.00 towards the Lakes/Trunk/ Tzouhalem intersection
signalization project;
AND THAT the District Council be
asked to forward these funds to the City as soon as possible since the
project is scheduled for completion by approximately the end of October 2001. Carried. |

Strategic Planning – Royal Roads |
For consideration was a memorandum dated September 20, 2001 from Mayor Coleman and a memorandum dated September 24, 2001 from Councillor Newcomb. Movd. Councillor M. Lukaitis Secd. Councillor M. Caljouw THAT Council authorize three (3) delegates to attend the October 20 – 23, 2001 Strategic Planning Workshop at Royal Roads University; AND THAT the Committee of the Whole serve as the Strategic Planning Committee.
