The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., April 22, 2002.

 

 

Present:      Mayor Michael Coleman; Councillors Mike Caljouw, Sharon Jackson, Phil Kent, Martin Lukaitis, Geoff Maxwell and Ken Newcomb.

 

Also Present: Mark Frame, Deputy Clerk.

 

 

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and a moment of silence for the 4 armed services personnel recently killed in Afghanistan, and called for order.

 

Adoption of Minutes

Delegations

 

RCMP Inspector Linton Robinson – Crime Statistics January – March 2002

Inspector Robinson addressed City Council and noted the following:

 

·        Slight downward trend in crime rate for the City of Duncan.

·        Overall crime rate per 1,000 population is 177. The average in BC is 86 or 88 per 1,000 population.

·        The overall crime rate is high due to the condensed nature of the City of Duncan.

·        The Green Team conducted a total of 14 searches during March involving substantial marijuana seizures. None were reported to be within the City.

·        16 members from the Duncan/North Cowichan detachment could be sent to the G-8 Conference in Kamanaskis, Alberta this June.

 

 

Regarding the implementation of a Youth Outreach Worker, Inspector Robinson noted previous funding was promised from the Ministry of Children & Families, but these funds are no longer available. The District of North Cowichan has looked at cost sharing but could not go ahead without provincial funding. It was noted that the issue is not dead but Inspector Robinson is still looking for other sources of funding (i.e. corporate sponsors).

 

 

Regarding the proposed Citizens On Patrol (COP) program, Constable Susan Camus will be presenting a report to Council within the next few weeks.

Strategic Planning

Inspector Robinson reviewed the North Cowichan/Duncan RCMP Strategic Planning document for 2002 – 2007 and noted this plan will give a clear, concise and focused direction in which to meet future challenges of this detachment.

 

The three most significant areas of concern are:

 

·        Youth

·        Organized crime

·        Traffic problems.

Miscellaneous

Councillor Lukaitis advised that he attended the April 18, 2002 Future Corp tea for volunteer appreciation. A plaque was presented to the City of Duncan.

 

 

Councillor Newcomb reported on the following:

 

·        The Abbeyfield House addition has been completed and is a great asset for seniors.

·        He attended the April 22 Summer Festival Society meeting wherein they expressed the following concerns:

·  The impact of the City Square project on this year's festival.

·  The Festival Society would like to work with the new Downtown Farmer's Market Society to secure a successful market.

·  They noted that the 100th Anniversary of the Duncan Volunteer Fire Department is also being held in Duncan on the July 19/20, 2002 weekend.

 

 

Councillor Kent reported on the launch of the Economic Development Strategy noting that a great deal of effort has gone into the strategy.

 

 

Councillor Caljouw reported that he attended a ceremony today at the Cenotaph with Legion members honoring the four Canadian Soldiers, including one member of the Princess Patricia's Canadian Light Infantry, recently killed in Afghanistan.

 

 

Mayor Coleman invited members of the public to attend the Junior Council meeting being held on Thursday, April 25, 2002 at 3:30 p.m. in the Council Chamber.
