The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., June 10, 2002.

City Square Financing

      THAT the proposed sidewalk on the north side of Trunk Road between Beech and Coronation Avenues be postponed to 2003;

      AND THAT the utility work in the vicinity of the City Square be awarded to Jerry Mattu's Excavating Ltd. subject to Mr. Mattu agreeing to split the project items;

      AND THAT overall financing be organized as outlined in Option B in the schedule attached to the June 3, 2002 report from the City Treasurer initially and that Option C in the same report be utilized when the sale of the Save On Gas property closes;

      AND THAT the Water Capital Expenditure Plan be amended as also outlined in a schedule attached to the June 3, 2002 report from the City Treasurer.

 Fire Committee

 

Duncan Volunteer Fire Department – 100th Anniversary

Councillor Caljouw advised that the Duncan Volunteer Fire Department now has 30 antique trucks registered for the Fire Truck Parade during the upcoming Summer Festival Parade and that they anticipate a total of about 50 antique trucks. Following the Parade on July 20, the Antique Fire Trucks will be on public display on the west-side of Duncan Street between Queens and James. Later that day, they will be on further display at the BC Forest Discovery Centre. The Volunteer Fire Department is still requesting more historical photographs prior to June 30, 2002 for their public display during the 100th anniversary celebrations.

Miscellaneous

Councillor Kent reported on the following items:

·        On June 3, he attended a meeting regarding the railway development initiative. He said that progress is being made on the business plan to save the E & N Railway and that a direct presentation will be made to City Council within the next few weeks.

·        On June 9, he participated in the awards ceremony for the 744 Royal Canadian Air Cadets. In addition to the annual awards, the Lord Strathcona Award was presented.

 

 

Councillor Newcomb reported on the following items:

·        On June 5, he attended another meeting of the Urban Homelessness Initiative. The funding application was reviewed and the attendees were asked for their comments. Councillor Newcomb will respond to the document.

·        He recently attended a meeting of the Duncan/Cowichan Festival Society. He said they expressed appreciation to City Council for their 2002 grant and advised that they are experiencing good cooperation with the new Duncan Farmer's Market Society.

 

 

Councillor Maxwell reported that on June 10, the Mayor's Advisory Committee for Persons With Disabilities met with CVRD officials, their architect and their BCBC consultants. The new CVRD building plans were reviewed in detail. The Committee members were impressed and made three well-received recommendations.

 

 

Councillor Jackson advised that she participated in the inspection, march past and changing of Command of the Corporal Mainguy Sea Cadet Corps. Presentations were made to various cadets and a special presentation was made to Gary Jackson for his 14 years of volunteer service to the Corps.

 

 

Councillor Caljouw reminded everyone that the Father's Day baseball game between City Council and the Duncan Business Improvement Area Society is scheduled for 12 Noon on June 16 at Waldon Park in Glenora.

City Square Project – Eddy's Hockey Shop

Hospitality Sector Coalition – Opposed to Restaurant Seating for Drinking Only

For consideration was an open letter to BC Mayors dated June 3, 2002 from the Hospitality Sector Coalition wherein they expressed opposition to the proposed 20% restaurant seating designation for drinking alcohol only.
