The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., September 22, 2003. Present: Deputy Mayor Mike Caljouw; Councillors Jenny Farkas, Phil Kent, Geoff Maxwell and Ken Newcomb. Absent With Prior Notice: Mayor Michael Coleman. Absent: Councillor Sharon Jackson. Also Present: Paul Douville, City Administrator. |

Roger
Bruce Stu Pitts Challenge |
Representing
the Cowichan Sportsplex, Roger Bruce addressed Council regarding the Stu Pits
Challenge. To date, $400.00 per pound has been pledged for the weight loss
challenge being staged for Mr. Stu Pitts. To date, Mr. Pitts has lost 30 lbs. Mr.
Bruce indicated that they hope to raise a minimum of $100,000 and possibly
$1,000,000. On behalf of the Cowichan Sportsplex, the Honourable Graham
Bruce, MLA Cowichan Ladysmith, will make a presentation to Cabinet to seek
matching funds for communities that have projects encouraging fitness and the
related provision of sports venues in keeping with the objectives of the 2010
Winter Olympics being staged in Vancouver and Whistler. With
the aid of a CD player, Mr. Bruce played the theme for the movie picture
"Rocky" and outlined the dramatic ceremony, which could unfold at
the 2004 12-hour relay at the Cowichan Sportsplex. He stressed that they are
seeking business and corporate sponsorships and encouraged all interested
parties to become involved. Mr.
Bruce then invited Grant McKinnon of Pacific Builders to the podium. Mr.
McKinnon provided a $75,000 grant towards the Stu Pitts challenge in aid of
continuing with the Cowichan Sportsplex infrastructure. All those in
attendance applauded Mr. McKinnon for this generous donation. Mr.
Bruce and his entourage were thanked for the presentation and they left the
meeting. |

Economic
Development Commission |
Representing
the Cowichan Economic Development Commission, Vice-Chair Pat Foster addressed
Council. She advised that September is "Cowichan" month and
said she would be turning the presentation over to Manager Geoff Millar
regarding advances made with the Cowichan branding project. She noted
that Councillor Farkas has been attending Economic Development Commission
meetings and advised that all members of Council are welcome to attend these
meetings. With
the aid of a power point presentation, Geoff Millar then addressed Council.
He outlined the following five items under the heading of "What We Do At
The EDC": ·
Provide
information to potential investors and help match investors with local
investment opportunities. ·
Conduct and
facilitate specific studies and research projects to enhance local industry
and community development. ·
Assist
established businesses in expansion or relocation plans. ·
Provide a
referral service to Federal, Provincial and Municipal Officials and Community
Organizations. ·
Advise and
assist businesses applying for government programs, licensing and financial
aid programs. Mr.
Millar then outlined some new branding partnerships and asked that the City
incorporate the new Cowichan logo on their stationery when new
stationery is ordered. He
said they are working with the Ministry of Transportation to attempt to have
the Cowichan Branding on the Ministry directional signage. "Ride
Cowichan" will also be placed on all transit buses. He then referenced a
number of signs, which are being displayed in the Cowichan Valley using the Cowichan
Brand. He said they will be supplying decals to the City for use on City
vehicles. Pat
Foster then thanked Mr. Millar for his presentation and advised that the City
will be able to have full use of the Cowichan Brand following the
execution of a small formal agreement stating that it will not be changed
from the agreed format. Deputy

they left the meeting. |

consideration was a letter dated September 10, 2003 from the General Manager

Charette |
Councillor Kent reported on the September
16, 2003 "Gateways and Downtown Revitalization Strategy" Charette.
He expressed appreciation to the participants and noted that excellent
priorities were established for inclusion by the consultants in their final report.
The final report should be available for Council consideration by the end of
November 2003. |

Trans
Canada Highway |
Councillor Kent also reported that Deputy
Mayor Caljouw, himself and the Administrator will be meeting with the
Minister of Transportation, the Honourable Judith Reid on September 24, 2003
during the UBCM Convention in Vancouver. They will be asking the Minister to
consider participating in a formal planning process regarding the Trans
Canada Highway corridor in and near the City of Duncan. He noted that the
Cowichan Valley Regional District, the District of North Cowichan and the
Cowichan Tribes will need to be involved in this process. |

Councillor Maxwell noted that members of
Council and the Administrator participated in the September 19 Grand Opening
of the Island Spa Touchless Car Wash on Trunk Road. He noted that the
operation solely uses environmentally friendly products. |

Deputy Mayor Caljouw noted the following: ·
He enjoyed participating in the Planning Charette on September
16 and found the exercise very worthwhile. ·
He participated in the Subway Sandwich Celebrity Fundraiser on
September 18 to assist with their fundraising endeavours for Children With
Intestinal & Liver Disorders. ·
He also participated as a volunteer jailbird during the
Canadian Kidney Foundation Annual Roundup for Research Fundraiser. ·
He announced that he has formally joined the "Pitt
Crew" and hopes to lose 40 lbs. and secure related bids in his
endeavour. |

Councillor Newcomb reported that the egress
from the Cowichan Community Centre parking lot to Clements Street has been
completed and the Community Centre has agreed to fund it. He said this egress
was very well used at the Cowichan Capitals game last Friday evening. |
|
|
Councillor Newcomb also reported that the
Cowichan Community Centre agreed that the trees near the World's Largest
Hockey Stick should remain in place. |

Unfinished Business |

Option
T-2 Downtown Core Parking and Traffic Circulation Study |

T2 from the Downtown Core Parking and Traffic Circulation Study in
conjunction with the upgrades to Government Street being done for the
Wal-Mart development, and to include signalization of Queens/Duncan Streets. Carried. |

Councillor
Kent thanked the participants at the Public Meeting held on September 11,
2003 for their wide support. He noted that 17 of the 18 written surveys
returned, showed support of the proposed one-way couplet system for Duncan
Street and Canada Avenue. He noted that the Engineer of the District of North
Cowichan is also in agreement with this concept. |
